Allergic rhinitis, which is an immune response to an airborne allergen, presents symptoms that are similar to sinusitis (a sinus infection) but allergic rhinitis and sinus infections are distinct conditions. Both conditions produce congestion, sinus pressure, and a runny nose, but sinusitis will often resolve on its own, or if it has a bacterial origin, with the help of an antibiotic. Itchy, watery eyes often accompany allergic rhinitis but are not usually associated with sinusitis.
